PostalEase, an online application, lets postal employees manage direct deposits, payroll allotments, and retirement and health benefits information. In October 2022, some postal employees entered their login credentials into several fake internal postal websites, allowing bad actors to fraudulently reroute their direct deposits to bank accounts they controlled. Our auditors assessed whether the Chief Information Security Office appropriately responded to and mitigated fraudulent access to the application. What did they find? A new capping report presents our findings from our audits of three delivery units in Washington, D.C. (part of the Maryland District). We found issues affecting delivery operations and property conditions at all three delivery units. Specifically, we found delayed mail and deficiencies with package scanning, employee timekeeping, and property conditions. We also found issues with the management of USPS’s universal arrow keys. Our auditors examined delivery operations and property conditions at the USPS Tallahassee Processing and Distribution Facility (P&DF) and three delivery units it services. As with all field operations reviews, we looked at five standard areas: delayed mail, package scanning, arrow keys, carrier management, and property conditions. We found issues in all five areas across the delivery units, as well as issues related to the sortation of packages for dispatch to the P&DF. Our auditors also identified other deficiencies at the P&DF, including scan compliance, registry cage issues, and delayed mail. Our latest capping report presents as summary of our findings of our Field Operations Review audit work in the Minnesota-North Dakota District.
