This quest is available after finishing Power of Deduction. Speak with Aethelmaer in the North Shroud at X19-Y25. He will give you the button from earlier, and you should take it to New Gridania and show it to Miounne. You will now be directed around town, showing the button to various people until finally Ursandel tells you the truth, and finishes the quest.
